The short answer: beyond the purchase price, a Trailside Estates buyer in Rochester, MA should plan for Rochester's property tax (a single rate of $10.62 per $1,000 for fiscal 2027), an HOA fee of about $500 a month, and at closing, Massachusetts deed stamps of $4.56 per $1,000 plus three months of HOA fees due at purchase.

Rochester in Context
Rochester is a town in Plymouth County on the Massachusetts SouthCoast, about 10 miles northeast of New Bedford by the town's own description. Its neighbors include Marion, Mattapoisett and Wareham. For a buyer comparing 55+ options in the region, the useful comparison is not Rochester against Boston; it is Rochester against those neighboring towns, and against the statewide averages that the Massachusetts Department of Revenue publishes each year.
Two things make Rochester's numbers easy to read. The town uses a single tax rate for every class of property, residential and commercial alike. And its rate has been drifting down, from $11.06 per $1,000 in fiscal 2024 to $10.82 in fiscal 2025 and $10.59 in fiscal 2026, before a small uptick to a certified $10.62 for fiscal 2027.
The Numbers, Side by Side
These are the Division of Local Services figures for fiscal 2026, the most recent year with certified rates for all three towns.
| FY2026 | Rochester | Marion | Mattapoisett | Statewide |
|---|---|---|---|---|
| Residential tax rate (per $1,000) | $10.59 | $8.87 | $10.24 | No state average published |
| Average single-family value | $636,929 | $1,004,280 | $805,060 | $742,986 |
| Average single-family tax bill | $6,745 | $8,908 | $8,244 | $8,113 |
Sources: DLS "Tax Rates by Class" and "Average Single Family Tax Bill" reports (data current as of September 28, 2026), and DLS's FY2026 statewide average single-family tax bill analysis. The DLS averages cover single-family homes only and do not include condominiums, and the statewide figure is a weighted calculation, not the mean of actual tax bills.
The takeaway: Rochester's average tax bill is lower than its two harbor neighbors and below the statewide average, largely because average values are lower, while its rate sits between Marion's and Mattapoisett's.
The Math on a Trailside Home
Trailside Estates currently lists homes at 36 and 37 Crestwood Circle for $1,095,000 and 38 Crestwood Circle for $1,195,000. Here is how the recurring and closing costs work out.
Property tax
Your tax bill is based on the town assessor's value, not the price you pay, and a new home is assessed by the town on its own schedule. As an illustration only: if a home were assessed at its $1,095,000 price, the fiscal 2027 rate of $10.62 would produce an annual bill of about $11,629; at $1,195,000, about $12,691. Property taxes are paid separately by each owner; they are not part of the HOA fee.
The HOA fee
The Trailside Estates HOA fee is approximately $500 per month, or about $6,000 a year. It covers landscaping and lawn care, snow removal, road maintenance, refuse removal, common-area upkeep, the clubhouse and pool, and common-element insurance. Three months of HOA fees, about $1,500, are due at purchase.
Deed stamps (the Massachusetts deeds excise)
Massachusetts taxes the recording of a deed under M.G.L. c. 64D, § 1. Outside Barnstable County the rate, including a 14% surcharge, is $2.28 per $500, or $4.56 per $1,000, charged on each $500 or fraction of it. On a $1,095,000 sale that is $4,993.20; on $1,195,000 it is $5,449.20. The statute places the tax on the person who signs the deed or for whose benefit it is made; how it is allocated in a particular sale is set by the purchase and sale agreement.
If you are coming from Rhode Island, that is noticeably less than the Rhode Island conveyance tax on the same price. Our Rhode Island transfer tax guide has the side-by-side figures.
Massachusetts Requirements Out-of-State Buyers Miss
Title 5 septic inspections
Homes served by on-site septic systems in Massachusetts are regulated under Title 5 (310 CMR 15.000). For a single-family home, the system generally must be inspected within two years before the transfer of title. Condominiums work differently: where a condominium facility has five or more units, each system is inspected at least once every three years instead of at each sale, and the association is responsible unless its governing documents provide otherwise. A new system with a recent certificate of compliance can also be exempt. When you buy into any condominium, ask the association for its current Title 5 records and which rule applies.
The smoke and carbon monoxide certificate
Massachusetts requires a home to be equipped with approved smoke detectors on sale (M.G.L. c. 148, § 26F) and to be inspected by the head of the fire department for carbon monoxide alarms (§ 26F½). The statute expressly covers new construction at sale, too. The Department of Fire Services says you need a certificate of compliance for smoke and CO alarms when a home is sold, so expect that certificate at closing even on a brand-new home.
Senior Tax Relief: What 55 Does and Does Not Get You
Buyers are sometimes surprised that turning 55 does not unlock a property tax break in Massachusetts. The relief programs start later and carry income limits:
- The state Circuit Breaker credit (age 65+). An income tax credit for property taxes that exceed 10% of total income. For tax year 2025 the maximum credit is $2,820, with income limits of $75,000 (single), $94,000 (head of household) and $112,000 (joint), and the home's assessed value may not exceed $1,298,000.
- Rochester's Clause 41C exemption (age 70+). A $1,000 exemption for owners meeting residency, ownership, asset and income limits; for fiscal 2026 the asset limit is $48,986 for a single owner and $67,357 for a married couple.
- Rochester's senior work-off program (Clause 59). Up to $1,000, applied for through the town's Council on Aging.
The asset and income limits on these programs are low, so check the current year's requirements with the Rochester assessors before counting on any of them.
